Deborah Estrin (ISI) described the multicast address set claim (MASC) protocol. This is an inter-domain protocol for allocating, and defending, multicast addresses. Each domain claims a set of addresses (via some protocol), and advertises them in BGP4+. The address allocator for that domain allocates addresses from that range, and GUM/GUM then roots the shared routing tree in the local domain. This is very early work, and many details need to be worked out.
