Should we abandon static payload types?

Scott Petrack made the suggestion that the current distinction between static and dynamic RTP payload types be removed. This would allow tools which have insufficient dynamic payload type space to reuse existing static payload types. In effect, the payload type mapping in the RTP audio/video profile would become a default mapping, which can be overridden if needed.

The consensus of the meeting seemed to be that this is a good idea. In fact, the new audio/video profile includes this change already.
